This paper addresses the relations between poverty and public policies by analyzing the actions of the intervenor Agamenon Magalhães, during the New State in Pernambuco. Through the history of the daily life of poor communities, focusing on their living and living conditions in relation to the public policies of the regime and social policy for this population. The development of work, sought to analyze three central questions: at first, how poverty was formed in Recife, since many of these subjects were remnants of the former slaves, who during the transition from slave labor to free labor, have not been able to be inserted into the labour market. Subsequently, the formation of irregular dwellings that were the result of migrations and the search for better living conditions in the city center was worked, the families that have been repelled by drought, are the ones that occupy the flooded, the mangroves of Recife. Pernambuco faced challenges from both the national and regional spheres, because due to the immigration of many subjects from the countryside to the city, Recife suffers from population swelling, when analyzing the living conditions of the popular layers, the medical and sanitarian discourse disseminated by Agamenon Magalhães was observed to eliminate the mocambos. In the third moment will be analyzed the actions of Agamenon with popular housing and his initiative to excise the mocambos as a housing option in Recife, in search of fighting the mocambo, he used as a strategy the dream of his own home, with a proposal to ensure his own home. |
