This paper aims to analyze the role of the NGO Agência Reserva da Cidadan - ARdC, for local development in the neighborhood of Itapoama, Cabo de Santo Agostinho / PE, regarding the creation of social networks, social capital, income generation. and autonomy of residents. The NGO Reserva da Cidadania - ARdC was the result of articulations between the community leaders of the neighborhoods near Reserva do Paiva, especially those in the Itapoama neighborhood, in the city of Cabo de Santo Agostinho/PE, and representatives of private companies of various interests who organized themselves to legalize the use of the coastal area near Paiva beach, in the same city. This NGO has its activities directed to the creation of relationship and articulation networks that allow an adequate integration arrangement between a significant portion of the residents of Itapoama neighborhood, private companies that have interest in the region, technical partners (as is the case Institute for Support to Human Development - IADH) and the public authorities. In this aspect, ARdC offers on its premises or in appropriate places in the neighborhood professional qualification actions, commercial and personal guidance and business consultancy, with the interest of the residents of Itapoama. Such actions allow us to perceive the process of identifying elements that shape the emergence of local development, social capital, networks, tourism and leisure potentials. The studies on social capital considered the contributions of Putnam (1995/2001), Abramoway (2000), Coleman (1998) and Bourdieu (1998). To understand local development were used the studies by Milanez (2003), Buarque (2002), Callou (2007), Franco (2002) and Jesus (2003). To get to an understanding of networks were used contributions from Gohn (2003) and Castells (1999). Regarding studies on tourist activities we received contributions from Torre (2003), Ansarah (2001) and Dias (2003). In understanding about leisure practices, the understandings of Demazedier (1976), Muller (2002) and Melo (2012) were used. For the conceptualizations about NGOs, we highlight the writings of Landin 92002), Figueiredo (2013) and Pedrosa (2008). The participants' speech comprehension came through the discourse analysis techniques, conceptualized by Orlandi (2006/2009). And yet, the methodological path was based on the ideas of Sampieri, Callado and Lúcio (2010), Minayo (2002) and Laville and Dione (1999). The research achieved significant results to analyze the significance of the role and importance of ARdC actions for the social subjects of the Itapoama neighborhood. However, we understand that further studies need to be done to achieve a greater understanding of the local development process in that region. |
