As ações públicas de salvaguarda para o setor do artesanato em Pernambuco diante do cenário da Covid-19

Resumo: The importance of handicrafts for Brazil goes beyond economic factors, being an important cultural, historical and tourist asset of a certain region, thus the establishment of coordinated public policies or, even, comprehensive private initiatives for the organized development of the sector, become fundamental. With the advance of the Covid-19 pandemic, in early 2020, measures were needed to contain the disease, including restrictions on movement, affecting various economic sectors and requiring public safeguard policies. This dissertation aims to analyze the public safeguard actions for the handicraft sector in Pernambuco during the Covid-19 pandemic period and their alignment with the main public policy in the sector. In an environment that presents great challenges, the creation of new research in favor of the theme collaborates with the proposition of more assertive policies. Bibliographic research was carried out for a better understanding of the sector, which demonstrated the Brazilian Handicraft Program (PAB) and the Pernambuco Handicraft Program (PAPE), as the main programs that form public policies for the sector. A systematic exploration of documents was carried out and eight actions promoted or coordinated by the Federal Government, the state of Pernambuco and their Secretariats were identified. Through document analysis, the actions were categorized into 3 groups based on their objectives: recognition of professional artisans, maintenance of income and improvement of sales channels. The analysis showed that the coordination of most public actions, developed during the COVID-19 pandemic period, were not delegated to the main agents of actions in the artisanal sector in Pernambuco and were not aligned with the sector's main program (PAB). The political actions (policy) were disaggregated and punctual. Since the surveys took place during the same period of the course of the pandemic and the implementation of the proposed actions, the results of this dissertation may provide guidelines for analyzing the impacts of these actions on the sector.
