The dissertation is a trajectory analysis of institutional decentralization of Combat Policy Rural Poverty applied in the State of Pernambuco. The trajectory analysis from the perspective Institutionalist allowed the historical reconstruction of institutional decentralization changes within the rural development policies implemented in the state. Specifically focusing process in the segment of small farmers that led the Fighting Project Rural Poverty I (1996 - 2001) and Project to Combat Poverty Rural II (2002 - 2007) which consisted in the financing of community subprojects according to each municipality. In this sense the work was divided into two parts. The first is an evaluation of the objectives of the three different types of funding, Community Support Program (PAC), Municipal Fund for Community Support (FUMAC) and Municipal Fund for Community Support (FUMAC - P) that were used to achieve the proposed community projects and they are part of the focus of strategies and administrative decentralization. Finally we conducted a case study of the effectiveness of the goals of the modality considered the most decentralized (FUMAC - P) in Afogados da Ingazeira city where the large majority of the community projects financed by this type in the state of Pernambuco. |
