This work analyzes the choices and use of urban variables and ratios for the subdivisions, use and occupation of the land (zones and floor area ratios, for example) of the Strategic Master Plan for the City of São Paulo (2002) and of the Regional Strategic Plans of the Sub-Municipalities (2004), comparing them with the previous existing zoning and master plans. And, not by chance, despite speeches otherwise, the selection and manner of using and adopting urban variables and ratios are, in the majority of the cases, identical. These selections and manner of uses of urban variables and ratios are part of the characteristics of urban planning of the city of São Paulo only prioritizing the regulation of the real estate market production and the protection of the garden neighborhoods. This occurs not only in the general questions, but on each map, schedule, concept or, specially, in the daily implementation, perpetuating a individualist view, plot per plot, for the construction of the urban built space that insists in not looking to the problems of the city |
