Resumo: The present dissertation pursuit the evalution as contributions of e-government in democracy, in times of technological innovations, where citizens tend to virtualize their activities to the maximum. The research is based on the analysis of Greek democracy, which was exercised directly on the public agoras, passing through several moments, due to the expansion of the states, transforming into representative democracy. In the current Brazilian context, there are concerns about the legitimacy of political representatives. By ensuring that a more participatory democracy, made possible by the new technologies, is taking place, which is contributing to the construction of the called cyberdemocracy. Understood here, as a higher stage of traditional democracy, for enabling the direct exercise of citizenship in the new space of virtual agoras. In this way, it becomes imperative to rethink citizenship, due to the recognition of multicultural societies. However, it is observed that contemporaneity doesn’t enjoy such a healthy participation, due to the political discredit generated by corruption and the inefficiency by state in their services and acts, as well as by the excess of activities that consume people's time. In addiction, searching for alternative means, as e-government media and mobile applications, is permeating a trend that the Brazilian population has been experiencing progressively in recent years, as research shows, where internet use is above 65% in Brazil. Even with a number of relevant difficulties, such as technological exclusion and digital illiteracy, networks have promoted greater political and participatory discussion than traditional public spaces. The social movements in cyberspace are gaining power, generating a cyber-activism capable of frightening rulers and calling a sleeping population to debate about the public thing. This promotes reflection on the role of the State in the face of social reality and, in the same sense, promotes the discussion about the future of Brazilian democracy. Thus, the relation between the content of the research and the line of research "Social relations and the dimensions of power" is verified, supporting the role of cyber citizens and their experiences in cyberspace. The methodology is based on operational logic, using the hypothetical -deductive method, since it is based on explanatory hypotheses, considering democracy and the new means of participation in the network. With regard to the approach is a qualitative research and the procedure is monographic.
