The dissertation “The best early childhood: dialogues with the principles of an educating city”, defended at the PPGEDU from the University of Passo Fundo (UPF), in the Educational Policies line, approach an important topic in the socio-educational policies scope. This research from a bibliographic, documentary and statistical nature, analyzes the developing experience in the policy called “Primeira Infância Melhor (PIM)”, in the municipality of Camargo/RS. It is in early childhood that an intense development of the child happens and the experiences of care and learning lived during this period influence the entire life. For this reason, the need in intersectoral public policies investment aimed the promotion of the child development, strengthening family ties, the social equity and the prevention of all types of violence and neglect towards children. The program “Primeira Infância Melhor – PIM” is an intersectoral public policy developed by the Municipal Education Department, Health and Social Assistance that favors the integral protection of individuals and aims to strengthen, through articulated actions in a network, families for the child care. The program PIM has an attention and care methodology that allows it to be very close to families, whether through weekly home visits, remote or group activities, promoting for the early childhood a stage marked by supervision and promotion the integral child development. This involves the language and the communication, socio-affective stimulation, cognitive and motor, as well as parental interaction, responsive and positive. The program PIM, through its family link and familiar protagonism, facilitates the individuals access in the assisted network in the health, education and social assistance. This dissertation purpose is based on the data analysis, build an argument that clarifies the following problem: What is the trajectory of the “Primeira Infância Melhor”, as a public policy, in the Municipality of Camargo/RS, member of the Association Educating Cities? To answer this problem, the objective is to contextualize and analyze the PIM in the Municipality of Camargo as a public policy and its interlocutions with the letter of principles from an educating city. To achieve this purpose, one qualitative research is performed, including the data collection and document analysis. The dissertation is divided in four chapters. The first contextualizes the study about the research with the justifications, the problem, the objectives and the methodology. In the second, a mapping is made of the main legal frameworks related to the Early Childhood in the state and federal levels. In the following chapter, the program “Primeira Infância Melhor” is detailed in the perspective of the public policy cycle, describing its implementation in Camargo through the explanation of its execution, methodology, theoretical bases and the data information system. The last chapter addresses the experiences of public policy for the Better Early Childhood in Camargo in relation to the principles from the Educating Cities letter, describing the path to become an educating city and the presentation of the program PIM, articulating it with the principles of an educator city. With this research it was possible to: (a) map and analyze the main legal frameworks related to the early childhood in Rio Grande do Sul and in the country; (b) understand the Better Early Childhood (PIM), its implementation, as well as its methodological and interventional assumptions; (c) identify and appreciate the experiences of the Camargo’s PIM in relation to the principles from the educating cities letter. The research work developed reveals the importance of effective public policies that contribute to the consolidation of the rights of citizens living in the territory, overcoming the challenges and promoting the potential of intersectoral educational policies that consolidate an Educating City. |
