The dissertation entitled "Ayrton Senna Institute'smodel of education: a study of assistance to municipalities policies" aimed to analyze the performance of the Institute through a partnership made with the Municipal Education network in the municipality of Marau, located in the North part of state of Rio Grande do Sul, with the implementation of the Champion Circuit Program, between the years 2007 and 2012. The specific objectives sought to understand the Institute's education proposal and its links with the policies of multilateral organizations, including the World Bank, and the presence of neoliberal policies in the projects developed by the Institute; public-private partnership as part of these policies and how these partnerships are built, as well as their results. Thus, we tried to analyze the Institute's education proposal and how it was developed in the daily classroom and interference in the pedagogical practice. This research is based on qualitative bibliographic and documentary sources. To discuss the educational policies in the neoliberal context and public-private partnerships were used authors like Pablo Gentili, Luiz Carlos Bresser Pereira, Maria da Glória Marcondes Gohn, Perry Anderson, Vera Peroni, Marilia Fonseca and Eneida Oto Shiroma, among others. The documentary sources include the Institute's own site data, didactic materials available during the use of the program in the classroom, the teacher training activities, existing records in the municipal education of the municipality of Marau as well as the data recorded by teachers who participated in the activities in schools and the data with the municipal expenditures with the Institute,available at the Rio Grande do Sul Audit Office site. The dissertation is organized into three chapters, plus the introduction and the final considerations. In the introduction, it’s presented the research problem, the objectives, the justification, the methodology and the structure of the chapters. In sequence, it is made a contextualization about the educational policy and the political changes in the 1990s when important changes were promoted in Brazil on the role of the state and in the case about the education. In this context, the Institute Ayrton Senna (IAS) was founded by Viviane Senna, the Brazilian’s driver sister, after his death. Thewider context of changes in this period was influenced by neoliberal policies under the guidance of multilateral institutions that interfere with conception of the Institute of Education. The next chapter analyzes Ayrton Senna Institute through the general context of its emergence and its actuation field. This chapter stands out, the implementation of the institute's programs across the country and the developments of the partnerships with educational networks. In the last chapter, it is made an analysis about the partnership between the Institute and the education department in the municipality of Marau, between the years 2007 and 2012 and the implementation of the program Champion Circuit. Based on the research, it is concluded that the education of proposals presented by the Institute adapted with the demands of the school system. There is strong evidences of the influence of neoliberal policies and the multilateral organizations in Ayrton Senna Institute education proposal that are expressed in the programs developed through the management work of all subjects involved in the program, the way they were worked on the issues referring to the training and the teacher performance, the organization and the school management. It is also clear that the search for learning outcomes to achieve the goals in a large-scale assessments. However, when analyzing the results of the Champion Circuit Program with the school system in Marau, we could not find a significant improvement over the targets levels as the IDEB. This work is finalized questioning the validity of such partnerships and their benefits to teachers and students involved in the proposal. |
