Considering that information literacy aims the developing skills and ethical values for the use of information, which can be due to specific activity programs, it is suggested that this development initiates during the first school grades so that individuals are familiar with the information context. It is indicated that great part of activities programs is based on constructivist theory, although criticized by some authors since it delimits learning in stages established by biological factors, thus restricting the possibilities of learning improvements. On the other hand, the cultural-historical theory started by Lev Semienovitch Vygotsky considers the influence of the social context in the learning process. In this manner, starting from the literature gap regarding the application of the cultural-historical theory to the information literacy, the present work is proposed. It is aimed to provide theoretical subsidies on the cultural-historical theory for the practice of the librarian in the teaching of literacy information. To do so, it was carried an investigatory theoretical research to raise aspects in line with the cultural-historical theory and the information literacy in order to build a theoretical cultural-historical based-proposal for information literacy. By means of such approach it is possible to broadly understand the phenomena involved in the process of developing information literacy.
