Análise das interações do SRI no âmbito do Programa Oeste em Desenvolvimento

Resumo: The interactions between university, companies and government represent the basis of innovation systems and, when well coordinated and structured, contribute to the economic, social, environmental, scientific and technological development of a territory. In this context, the Western Region of Paraná has structured, through the Programa Oeste em Desenvolvimento (POD), a regional innovation system, based on the Triple Helix and named SRI OESTE, to promote a favorable environment to innovation and development. Thus, from a qualitative approach, this study analyzes the interactions between the actors of SRI OESTE within the POD scope. For that, the main public and private institutions that are part of the system were mapped, 41 different entities were identified, of which the majority fits in the category of companies. Subsequently, the study sought to identify how and which interactions occur between institutions in SRI OESTE. As results, it was verified that almost half of the respondents already interacted with the three actors of the Triple Helix and that such interactions occurred mainly through events, covenants, actions and training courses. Besides that, the main benefits and difficulties of these relationships were identified, and the most interaction channels used by the institutions as well. Finally, some improvement proposals were made to improve SRI OESTE, related to the resources themes, cooperation, education, innovative entrepreneurship, public policies and governance. Among the suggestions, it is highlighted the possibility of the SRI OESTE evolution from a Triple Helix to Quadruple Helix model. In the medium and long terms, it is expected that the adoption of the proposals can contribute to expand the cooperative actions among universities, companies, governments and other actors and enhance the West Paraná development.
