Acesso e permanência da classe trabalhadora na universidade pública: contradições de uma conquista

Resumo: The present dissertation has as object of studies the contradictions of the access and permanence of the working class in the public university, that originated from the restlessness arising from the professional work as social worker in UFPR, in the Palotina Sector. Thus, our general objective is to analyze the contradictions about the access and permanence of the working class in the public university in Brazil, from the against reform proposal of higher education, incited at the beginning of the 21st century. The research was geographically limited to UFPR - Palotina Sector. The historical limits to support the research came from 2003 to 2014, based on the national management of the Workers' Party (PT), under the command of Luiz Inácio Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016), being periods marked by expansion access to higher education in Brazil. The research was qualitative, but we also use quantitative data, by understanding that statistical data can prove the contradictions exposed in the relation capital and work. Our database for research was UFPR, more specifically, the Palotina Sector, which was the fruit of REUNI. In order to base our research, we seek to know the relation between capital, work, State and higher education. We identified that the State, as executive committee of the bourgeoisie, uses higher education to qualify the workforce in attendance the demands of capital. We analyze the politics of higher education of FHC and posteriorly the administrations of the PT in the Brazil, we identified that Lula da Silva and Dilma Rousseff opted for an economic policy linked to social development, aiming at the attendance of the national bourgeoisie, which some authors call 'reform' neoliberal or neodevelopment. We stablish to analyze some of the programs that we identified as propellers of counterreform in higher education in Brazil during this period: PROUNI, FIES, EAD, Technological Innovations Law, REUNI and PNAES. Finally, we analyzed the access and permanence data of the students of the UFPR - Palotina Sector, as it was possible to identify the contradictions of the expansion of REUNI. We conclude that the UFPR - Palotina Sector is entangled in the paradoxes of the capitalist system, constituting as a singular example of the mechanisms of control and rooting of the political and economic guidelines for permanent hegemony of this mode of production, whose only objective is to obtain profit on the alienated work.
