Resumo: The research developed for the formulation of this dissertation has as its object of study the attributions and competences of social workers, based on the following guiding question: How were the requests for guidance regarding the attributions and competences of social workers assisted by the Guidance and Inspection Committee expressed (COFI) of the Regional Council of Social Service of Paraná (CRESS/PR), in 2018? To conduct the research, the general objective was defined: to apprehend how requests for guidance regarding the attributions and competences of social workers are expressed to COFI/CRESS/PR. As research procedures, revisions in the sources were adopted: bibliographical and documental. The construction of the theoretical framework required a bibliographical review and, to carry out the analysis, the Laws regulating the profession and its analysis were reviewed, seeking to historically situate its movement and identifying controversial aspects of the current regulation. CFESS resolutions, notes/technical manifestations and publications were raised, from the period between 1993 to 2018, considered the year of change of regulation in 1993, to the year selected for the survey of guidance requests: 2018, as it did not coincide with the entry of the researcher as a worker at CRESS/PR, which took place in 2019. As a result, it was possible to verify, after a better understanding of the subject, that the matter (knowledge)/object (social issue and its expressions) of social work is an element of doubt, even when the subject is the social worker's private attributions. Often, the “new” requests objectified in the professional routine, pervade old attributions of the social service. With regard to the analysis carried out on the requests for guidance regarding the attributions and competencies of social workers to COFI/CRESS/PR in the year 2018, it is observed, considering the two aspects mentioned above, that these are located in the reflections objectified by the corporate transformations in the dynamics of work, which requires the development of the skills necessary for the exercise of the profession, which, in turn, requires considering the process of professional training, as it is where the construction of a set of knowledge is established that enables future social workers to a qualified performance, and consequently guarantee the quality of services provided to the population. Being qualified to work as a social worker means that we can develop the necessary skills to carry out analyzes on the social issue and its expressions, considering the theoretical and methodological scope adopted in social work. This is the context in which COFI aims, supported by the documentation that is part of the documental collection of the CFESS/CRESS Set, which demonstrates a broad debate around essential issues for social workers in their daily lives, in the various socio-institutional spaces and social services of social policies, which are determined by the conjuncture.
