Análise dos subprocessos de um departamento para verificação da distribuição de técnicos administrativos: um estudo de caso em uma instituição pública de ensino superior

Resumo: In recent times the Public Administration has shown concern about the quality of services provided, management of public resources and development of public workers, addressing strongly the theme of Personnel Sizing. The purpose of this study was to analyze the subprocesses of a department to verify how human resources are being used for the delivery of services of a public institution of higher education. To perform the analysis, interviews were applied to the mapping of processes and subprocesses, based on the ABC method for counting the times of the respective activities and measuring volumes or service deliveries. The results allowed to verify which subprocesses demand more time of work and reach the value of 25% of the utilization of the capacity of manpower available. The research also made it possible to identify bottlenecks for process improvements to, consequently, promote sustainability and contribute to the proper functioning of the public management. Finally, the possibility of future studies in relation to the study of the cycle times of the process, the activities on the average time of performance of workers, survey of the costs of the services, analysis of value aggregation and elaboration of Plan of Action for systematic implementation of improvements.
