Resumo: | The research analyzes the mercantilization process of public education, through public-private partnerships in the western region of Paraná, encompassing the influence of the private sectors, in the educational ambit and interests of the State in using the offered practice. In this direction, this research had the following problem: to what extent the public-private partnership between municipalities of the western region and SICREDI interfere in the public basic education of these municipalities through the program "A União Faz A Vida," in the training dimensions of teachers and students? As a general objective, it aimed to analyze the mercantilization process of education through public-private partnerships in education in the western region of Paraná. Three specific objectives were listed, namely: a) Understanding private practice and its interventions in public education, starting with the State Reform of 1990; b) to identify relations and interests regarding the role of the State in relation to public private partnerships in education; and c) Analyze the presence of SICREDI Foundation in the western region of the state of Paraná. To this end it is a qualitative approach study, with bibliographic and documentary research with the bibliographic survey on the practice of private initiative, acting in the public sector, as well as the verification of categories related to the structuring of public-private partnerships. The study has its analysis oriented from the State Reform of the 1990s, as well as the interventions of the World Bank for the consolidation of public-private partnerships. Considering the process of economic, cultural, social, political and ideological transformation present in the society of the late 20th century, which demonstrate the ability to reconfigure capital through the production force, we refer to models such as the SICREDI Foundation. Among the municipalities of the western region of Paraná, we select seven, in which the Foundation is present. We analyze the gear that accentuates the process of structuring the Foundation's partnerships with municipalities, as well as its interests in firming and maintaining them. It was possible to observe the inseparability of the relationship between public and private, and now the private dimension is defined and implemented as public policy. The SICREDI Foundation indirectly appropriates public resources, using the school structure of the municipalities, as well as the working time of the teachers who develop the program in the schools, establishing an inductive relationship of activities focused on the aspect of supply and management. |
