Políticas Públicas para a Educação de Jovens e Adultos: uma análise do monitoramento e avaliação do Plano Municipal de Educação do município de Cascavel (2016-2019)

Resumo: Considering the history of Youth and Adult Education (YAE) in Brazil, as well as public policies aimed at this modality of education, the present work aims to analyze the Monitoring and Evaluation of the Municipal Education Plan of Cascavel, with regard to Policies Information for YAE - Phase I, from 2016. To achieve the general objective, throughout the research we sought to historically expose how Youth and Adult Education was constituted in Brazil and to investigate Public Policies for Youth and Adult Education, to what extent the actions being carried out in YAE - Phase I, in the municipality of Cascavel, meet the objectives expected of them. To carry out the research, a bibliographical and documentary study was carried out, based on the investigation, the official documents and authors dealing with the theme. We obtained unsettling results and information on the monitoring and evaluation of the Municipal Education Plan (MEP). The MEP and its Monitoring and Evaluation Report are major achievements and, together with the political, economic, social and cultural transformations of Brazilian society in recent years, it has contributed to building an YAE based on the profile of young, adult and elderly students. However, in this monitoring and evaluation process, a more in-depth analysis is essential, so that YAE's educational policies are improved, avoiding, above all, school dropout, which, consequently, can contribute to the reduction of illiteracy. It is noteworthy that, as it is being implemented, the Monitoring and Evaluation Report has contributed in a protocol way to reducing the illiteracy rate. The message conveyed in the analyzed documents is one of optimism and reporting, and does not actually reveal the difficulties encountered in daily life. Therefore, at the end of this analysis, we believe that it is necessary to prepare condensed documents on Monitoring and Evaluation, presenting possible causes and solutions, in addition to allowing for suggestions, partnerships and indications of individuals and legal entities interested in reducing the rate of illiteracy in the municipality of Cascavel.
