Internet e democracia: uma análise das ferramentas participativas nos sites do poder legislativo do Brasil, Argentina e Uruguai

Resumo: The present work uses the thematic that involves, in wide terms, policy, democracy and internet and has as an analitical object digital interactive plataforms and tools available to the citizenships within the federal scope of the legislative power of Brazil, Argentina and Uruguay by means of a detailed description of the sites and further result analysis. In general, it answers how the access and political participation occur in the plataforms/sites of the reffered countries and which results they produce or can produce within the decision framework to attend the presented demands. In a first moment, a theoretical review of literature was carried out on the concepts that support the comprehension of the theme, such as “digital democracy”, “eletronic governance” and these themes interaction in the virtual environment and democracy. In a second moment, the description of the structure of the available participative sites and tools, with the aim of comparing experiences among the named countries with the intend of compreending how the participation occurs by means of the sites. Next, the analysis of the sites was carried out, showing the obtained results as a way to respond in what extend and how plataforms contribute to reduce the distance between representatives and representants. As a result, it was obtained the observation that the sites offer means of participation, although by distinct ways. In some of the experiences, the participative tools demand from the user an active behavior on determinded themes, it is not possible, although, to measure the effectiveness of that participation.
