In this dissertation spoke up about the social economic development program proposed by government of Bahia communities of St. Bartholomew and surroundings, in the railroad suburb soteropolitano, Bahia, focusing on the design and implementation of housing production infrastructure works to the public low-income, under management and financial contribution of the World Bank . It was adopted as a strategy for analyzing the literature review, document analysis, interviews and on-site visit, the observations relating to indicators elucidated by Moretti. This study aimed to characterize the dimensions of comprehensiveness of the development with the demands of this population and associated public policies. Observed inconsistency between the process of implementing a political program with the social conception of integral development, with effective planning of socio-economic inclusion and sustainability, considering local conditions. Reportedly care accessibility and quality of construction material, partially answered questions such as landscaping and productive food production, limited to issues related to circular urban metabolism, such as water conservation, energy, waste reduction and waste management. And, not efficiency improvement of economic conditions of the population, by training some people in vocational courses, such as the creation of a cooperative recycling occurred in the community without the inclusion of these professionals in the labor market through the strengthening economy local or the emergence of new companies, and the lack of initiative to a connection with this cooperative major industries that have the reuse of materials in their production cycle. One might speculate that the restructuring of the social protection model and the work of authorship IBRD loses its applicability and productivity when neglect planning information sociocultural and economic community through comprehensive public policies, restricting the enjoyment of generations to the heirs. |
