Resumo: The inexistence of regulation for natural gas measurement by state governments affects in a negative way the results of the measurement systems and becomes a permanent source of dispute between suppliers and clients. The purpose of this dissertation is to propose a technical regulation to be adopted by the state regulation agencies based on the well succeeded experience in areas under the responsibilities of the Agencia Nacional do Petroleo, Gás Natural e Biocombustiveis - ANP and the Instituto Nacional de Metrologia - Inmetro. The methodology adopted was based on a research of existing regulatory standards issued by ANP and Inmetro as well as articles published to inform success stories and failures in the process of establishing these procedures. Also discussed was the influence of natural gas specification and composition on flow measurement and quality control. It was necessary also to present different flow measurement primary elements applied for custody transfer, as part of the regulation to be adopted. In the last part we presented an update of present regulation status by the States and also advantages and benefits.
