This thesis is a study about the relation between the revenues generated from the exploration, production, refining and distribution of oil and natural gas and the economic and social development of municipalities in the state of Bahia. The main goal was to investigate how the wealth generated by the oil and gas activities affect economic and social development in municipalities beneficiaries of royalties in the state of Bahia after promulgation of Law No. 9.478/97. The guiding hypothesis proposed was that the growth of the amount of royalties erned by beneficiaries municipalities of the state of Bahia was associated to the growth of industrial activity and services and the decline of farming and social development in the municipalities surveyed. The estimation of this research used an econometric panel data, characterized by the combined use of time series and cross-section, comprising 269 municipalities, whose statistics of benefits of royalties, GDP per capita by economic sector and social development were available. After econometric modeling, it was found the occurrence of a positive relationship between industrial activity and royalties. There was also confirmation of the existence of a positive relationship between services activity and royalties, however this was confirmed in a little robust manner. It was realized that there was no statistically significant relationship between farming and royalties, which contradicted the initial expectations. Finally, concerning the social dimension was found the existence of a positive relationship between the variables under study, ie, between social development and royalties in the municipalities surveyed, contradicting the hypothesis of the "oil curse". |
