O gestor público na nova administração pública no Brasil: o caso dos gestores governamentais na Bahia

Resumo: The subject about the public manager on the new Brazilian public administration comes from the perception and pursuit of public reform developed on Brazil's public sector, which gives relevance to the public manager's career, in special, to the career of Public Policies Specialist and Governmental Manager (PPSGM). In this presupposition, the general objective of this research is inserted and consists in analyzing how the acting of the public manager is constituted on the current public administration in Bahia, focusing on the use of management instruments and on the impact of partisan political actions in public administration by the public manager acting. The analysis of managers' formation, the choice and construction of expectations on the career, constitute the specific goals of this research, as well as the identification of the relevance of the political competence on the new public administration. The used method was the case study, carried out by using instruments such as interview and questionnaire. Government managers of the State of Bahia, in management positions, were the target of the interviews. Between 300 governmental managers in the State of Bahia, 278 of them are associated to the Association of Governmental Managers of the State of Bahia (AGMSB), constituting the universe of this research. From these 278, 12 were interviewed and 266 should answer the questionnaire. The first results indicate the absence of a unified policy in the management of different Secretariats, in which predominate partisan political decisions in activities considered technical and managerial in the act of public policies implementation, the need of structuration of a kind of competence profile for public managers, the need of insertion of public managers graduated in Social Sciences, in order to make them generalists indeed.
