The subject about the public manager on the new Brazilian public administration comes from the perception and pursuit of public reform developed on Brazil's public sector, which gives relevance to the public manager's career, in special, to the career of Public Policies Specialist and Governmental Manager (PPSGM). In this presupposition, the general objective of this research is inserted and consists in analyzing how the acting of the public manager is constituted on the current public administration in Bahia, focusing on the use of management instruments and on the impact of partisan political actions in public administration by the public manager acting. The analysis of managers' formation, the choice and construction of expectations on the career, constitute the specific goals of this research, as well as the identification of the relevance of the political competence on the new public administration.
