This study attempts to understand the transformations suffered by the Procuradoria Regional do Trabalho da 5ª Região (PRT5) during the 1990s, considering the argument that Brazil, during the 1980s and 1990s, passed by a crisis of state, the reformist ideas from the USA and England and implementation of the director plan of the state apparatus reform (PDRAE), from 1995. For this, it carries through an analysis on the ideas of several authors who discuss the cycle of economic and social crises suffered by humanity, from the modern state formation, pointing out the schemes of administration in each epoch. It also examines the adoption of the schemes of administration by some countries and the influence on the employment of them in Brazil. In this analysis, has made a revise of the introdution,the existence at the same time and the continuity of the practices of patrimonialism, bureaucracy and managerialism in Brazil. In the PRT5, the search happened for consultation of the reports of exercise and other internal documents, some of them sent by the Procuradoria Geral do Trabalho (PGT), center of the MPT, in Brasilia and the conducting of interviews with servers. Started this more practical phase of the study, it appeared that there were considerable changes in PRT5 throughout the decade studied, but also it was clear that several factors contributed to this development. Terminating the search, some situations were highlighted and allowed scoring factors that contributed to the changes studied. Among them, the research pointed to the neoliberalism, wave that has emerged in the United States and England and promoted the discrediting the state bureaucracy and had diffused the use of managerialism in the public sector, the process of redemocratization of the country, after years of military dictatorship, added to changes in the constitutional text of 1988 that, with the expanding of the functions of the MPU, had estimulated structural changes in PRT5, and the openness of the economy and technological advance, derived from globalization, which led to the impoverishment of labor relations, motivating changes in laws that has protected the worker. The worker, in the face of emerging threats, had estimulated the MPT to fulfill its new constitutional functions as a fiscal of law and protector of society.
