Resumo: The public concourse, by legislative power, have an important instrument of social integration for people with disabilities, which is the reserve of a percentage of the positions available in the offers for people with disabilities. The paper have the objective to evaluate how the public policy of access to public cadres for people with disabilities, promoted by the Union, looking for the disabilities present in the groups of people with disabilities and the forms of disability. The concourses analyzed were those of the General Lawer of the Union (all the careers) and Public Defender of the Union (all the careers) between 2000 and 2015. In order to reach the pretensions of the research, the historical evolution of these competitions was evaluated, as far as the vacancies reserved for that vulnerable group; presented arguments that showed the violationftherightsofpeoplewithdisabilities;presentedelementsanddistinctionsthatspecifiedthevariousformsofdisability; and it was proposed to employ a public selection procedure to ensure respect for the rights of persons with disabilities and equal access to public service. The present research is divided in two parts, the first characterized as exploratory and documentary and the second as descriptive and survey. The results indicatet hat there are differences between people with disabilities, whether those with the same or different pathology, but the public concourses do not distinguish between this group, acting as if all these people were qual. The research al so found that it is necessary to apply elements in public concourses that make distinctions of these people, such as biopsycho social evaluation for the promotion of positive discrimination
