Resumo: The way and process how the urbanization happened in Brazil helped to perpetuate and aggravate the scenario of disorder and exclusion present in Brazilian cities since the beginning of the 20th century. The movement of urban reform emerged in the middle of this century affronting the social inequality and space segregation, having as one of its unfoldings the chapters 182 and 183 (from urban policy) present in the Constitution of the Federative Republic of Brazil 1988. The City Statute, promulgated in 2001, is originated from the constituent, its innovations permeated through many fields and areas of activity, from the urban planning to popular management. What makes the City Statute's guidelines close to Brazilian cities is the Master Plan, which started to expand its meaning and linking itself to the definition of the social function of the city. From this contextualization, it's possible to define the goal of the research that refers to the understanding of how the urban development of Três Corações-MG occurred, having as reference the 2006 Master Plan and the elaboration of the 2016 Master Plan, verifying as well the population's perception and the importance of the legislations and its guidelines in the urban management and planning in the national scenario. About the methodology, it was qualified as qualitative/descriptive based on the process of data and information collected from primary (empiric research) and secondary (bibliographic and documental research) sources. The results were tabulated and systematized in tables, frames, graphics, maps and matrix SWOT. The beginning of the city of Três Corações is closely related to the expeditions (bandeiras) that happened in the 18th century and to the presence of Rio Verde, that is, the county is inserted in all the transformation of the Brazilian urban space what, in a certain way, also includes the development of Sul de Minas (South of the state), therefore the production of local urban space comes from the conditions of capital reproduction inserted in a national and regional context. In a general way, the results revealed the non-implementation of several guidelines during the ten years of duration of the 2006 Master Plan, having as aggravating several negative aspects listed by the population like: security/violence, sewerage system, the knowing of public hearings, protection of the historical heritage, leisure, sport, culture, turism and employment. The positive aspects were the supply of water and electricity, the presence of rich historical heritage, the strategic location and the presence of training centers.
