Resumo: For the processes of analysis and implementation of a development considered Trip Generator – TG it is necessary that the municipality adopt a structured process, in order to feasible the deployment of the enterprise. The composition of this process is defined by legal instruments and guidelines, attributes that characterize and identify a TG, criteria and procedures adopted in the analysis of possible impacts generated, steps of the process and capabilities determination, both for public agencies and for the entrepreneur. The aim of this work is to provide criteria and parameters that allow the deployment of an evaluation structure, presented in the Reference Proposal. In order to elaborate the structure, a survey was carried out in literature, in twelve cities of different countries, verifying if they adopt a procedure, the legal instruments used in the analysis, the attributes that identify a TG and which public organization is responsible for approving and licensing the project. As a study case in Brazil, a questionnaire was sent to five specialists from the city of Patos de Minas, MG, who work in the areas of transportation and urban planning, and that, based on the Delphi method, evaluated and subsequently determined the validation of the Reference Proposal. The experts reached consensus that the Reference Proposal provides a procedure that meets the demands of needs and can be adopted as a model by entrepreneurs and municipal secretaries responsible for the analysis and licensing of the project of the TG.
