Resumo: | The COVID-19 pandemic has impacted the economy in diverse ways, especially small and medium-sized businesses, both on the supply and demand sides. In this sense, the study is about an international comparative perspective between selected countries from Latin America, Europe, and Asia, which presented similar GDP values to Brazil in 2020. The general objective of the research was to analyze how government support policies for MSEs or MSMEs (micro, small and medium-sized companies) were applied in different countries and to verify contributions to the maintenance of business, whether physical or online. The methodology used involved bibliographic and documental research, supported by secondary data and reports from various sources that have dealt with the topic. The work was divided into five chapters and sought to analyze the diversity of government responses to the public health emergency through structural policies and not just conjunctural ones. In this conjecture, it was important to analyze information on public policies aimed at MSEs and business dynamics in Brazil in the face of the scenario imposed by the pandemic. In addition, the focus of this research sought to analyze what were the actions and public policies adopted by the governments of six different countries to support MSEs during the pandemic; among them Brazil and make a comparison between the actions adopted by them. The vulnerability of the world economic system and the deficiency of international collaboration and governance mechanisms remained perceptible, in addition to the evident need for a national productive arrangement, economic diversification of production for structural transformation, in developing countries and investment in innovation, technological and industrial capacity in frontier regions by the most advanced economies. |
