Resumo: | This dissertation, presented to Research Line 1 – Legal Protection and Public Policies of the Postgraduate Program in Law at the Federal University of Uberlândia, examines the hosting of SiSU 2020 data on Microsoft's Azure platform. It aims to understand to what extent the data hosting of SiSU 2020 applicants can be considered an example of data colonialism. It employs the concepts of Data Colonialism, Power and Knowledge, and Neoliberal Governmentality to elucidate how data colonialism interferes with social dynamics, human subjectivity, and the production of knowledge, which does not come from those whose data is collected but from those who collect it. Methodologically, it applies a case study, using as its research corpus the governmental records collected from the Federal Government concerning the case. The concepts of Data Colonialism, Power and Knowledge, and Neoliberal Governmentality were used as categories of analysis. The results obtained suggest that, although the materials did not explicitly show the existence of data colonialism, implicitly, by analyzing the entire case in light of the adopted concepts and theory, we can infer that it is possible to find evidence of the predominance of this historical moment in the object of study. |
