Resumo: | This research is in The Public and Management Policy Research on Education of the Post- Graduate Education Program of the Federal University of Uberlândia. It aims to discuss the public policies for Brazilian university education from 1996 to 2006 (i.e. the first ten years from the approbation of the LDB 94/96.) It is a documentary and bibliographical research project supported by authors that argue the question of the diversification and institutional differentiation from a critical perspective. A study of the positioning of civil bodies - CRUB, ANDES and ANDIFES - and official bodies - CNE, MEC and MARE - was made concerning the process of diversification and institutional differentiation within the sphere of university education, especially its proposals in the light of the headway made in the discussion regarding the University Education Reform in our country. One of the fundamental concepts employed in the completion of the research refers to the commercialization of university education. This is linked to the contemporary transformations of capitalism, which we understand as being a key element in the analysis of the historic significance of the current university education in the public and private spheres. The research allowed us, for example, to reach the conclusion that the official research bodies (CNE, MARE and MEC), through the passing of laws, contribute to the diversification and institutional differentiation. That is, stopping the expansion of the university education which follows the rules of the international multilateral organizations, which highlight the necessity to expand the private university education system to the detriment of the public sector (the governmental university education). Another result mentioned the positioning in relation to the binomial diversification and institutional differentiation of the civil bodies CRUB, ANDES and ANDIFES. The ANDES is the entity which possesses the most documents that take a stance against the commercialization of university education. We found documents from CRUB and ANDIFES, but these do not clearly state criticisms of the expansion of university education in our country. |
