Resumo: | This paper aims at understanding how the changes in the conditions of supply and use of health insurance affect the daily life of the Education Department’s employees in Uberlândia-MG. Based on the assumption that factors that occur under the actions of municipal public authorities influenced the way in which health insurance is made available and used, it was first necessary to understand how the health issue is generally treated around the world. Our secondary objectives were to perceive how the Unified Health System was consolidated in Brazil and, at the same time, how the field of Supplementary Health was configured. Analyzing the data, most of them published by the regulatory entities of the Supplementary Health sector, made it possible to envision the number of users who are adhering to this type of services, types of health insurance offered, financial behavior of companies associated to the sector, regional distribution of the companies of the branch, etc. It was possible to understand how, over time, changes at the national level, whether in the field of health as a whole or specifically in supplementary health, influenced the employees' experiences and the health promotion of these workers. Even before the regulation of the sector was consolidated it was common to create plans offered to certain sectors of the civil service, municipal, state or federal, and the trend was maintained because of the fact that most of these plans add medical, hospital and dental treatment, and social security program. In Uberlândia’s specific case, there have recently been changes in the plan offered to public employees, and their repercussions are the object of this study, mainly through analysis of interviews conducted with education employees. Interviews with 15 employees who are users of health plans of the municipality were carried out, recorded and transcribed. Such participants of the research experienced from the offer of plans by IPREMU through intermediate plans, to the current coverage by the company RN Metropolitan. |
