Percepções e ações em saúde do trabalhador a partir da implantação do SIASS: estudo da diretoria de qualidade de vida e saúde do servidor (DIRQS) da Universidade Federal de Uberlândia/MG

Resumo: | The Integrated Server Health Attendance Subsystem (SIASS) created in 2009 presents itself as the first policy aimed at federal civil servants, and awakens the attention for starting with the Ministry of Planning, called MPOG at the time of publication, and by adopting the principles of the SUS and terms specific to the field of Worker's Health in its text, such as "surveillance in work environments and processes, work organization", among others. Such a change of model required the professionals, besides the new design of the sector, a change in the "doing" of their actions. In this approach, the study aimed to analyze the perception of the DIRQS workers' health in the SIASS logic. The qualitative-quantitative research was combined with an analytical and descriptive approach, whose instruments of data collection were: semi-structured interview with the managers; focal group with subordinate servants of the sectors involved, and a structured questionnaire prepared by the researchers regarding training, training and socio-demographic data applied to all the participants of the research. The field of research was the Director of Quality of Life and Health of the Server (DIRQS) of the Federal University of Uberlândia (UFU) in Minas Gerais, inserted in SIASS since 2010. The results showed that the practices of the DIRQS portray the molds of occupational health and occupational health, whose operating system revolves around admission and exams, due to the theoretical and practical deficiencies of the graduated training of the teams; postgraduate training that mostly permeates the TM and SO models, and the lack of training, training and continuing education, which could, in the limit, fill the gaps around the term ST. In addition, the logic prescribed by the SIASS policy is far from the work performed by the servants in pointing out weaknesses such as: partial implementation of the policy; distancing from government; insufficient human and material resources; loss of autonomy and impossibility of access to the data of the servers after insertion in the platform of the government. As potentialities of SIASS, the standardization and standardization of procedures are more relevant; expansion of physical space; acquisition of equipment and increase in the number of human resources. It could be inferred that, although they are distinct policies, SIASS as well as the two TS policies (PNSST and PNSTT) have in common their rich and comprehensive text in terms of health surveillance and health for workers, but in practice, are fully operational by DIRQS / UFU recognized as a national reference for the construction of the policy, which is not different from other units in the country. |
