As contribuições do PRONATEC para a educação profissional - 2011 a 2015: uma análise no município de Uberlândia

Resumo: | The theme of this study is related to the historical and circunmstancial context of the public policies of the brazilian professional education, since the year of 1990, when have begun the neoliberal educational reforms for the professional training of youngs and adults, whose focus lies on their main program, the Programa Nacional de Acesso ao Ensino Técnico e Emprego – PRONATEC, which was instituted in 2011 by the federal government, in the Workers Party – PT political management. This program purpose is to promote the expansion of the free professional and technological education offer by conceiving projects and actions of thecnical and finantial assistence from the federal government. The main goal of this investigation is to analyze the functioning structure of the PRONATEC, in order to know the results obtained in the national realm, in the state of Minas Gerais, and in the municipal level, by considering the state educational system of Uberlândia – MG as an empirical field related to the offer of Technical High School courses in the concomitant way, in the period of 2011 to 2015. This research is based on a hermeneutic-critical approach of the reality, by using bibliographic, documentary and field research techniques. It was noted, by the obtained results, that the PRONATEC is very close to the several professional education policies that have started since 1990, characterized by the offer of a professional training involved into a discourse of social inclusion. However, these policies are subordinated to the ancient capitalist wills, characterized by the flexible and cheap workforce production, confirmed by the priorizat ion of the offer in courses of Initial and Continued Training or professional qualification, with the realization of 6.5 million of registrations in the national realm, and 2.7 million in technical high school courses. The initiative that have more prominence was the Bolsa-Formação, that used, mainly, the structure of the ‘S’ System and of private educational systems. The results of this study confirm the national tendence, demonstrated by the quantitative data, characterized by the low adhesion of the state realm in the offer of technical concomitant courses, with important indexes of evasion and no investment in their infrastructure in order to ensure a good offer that is presented in the discourses of PRONATEC. |
