This work is divided into three chapters, plus the introduction, which precedes it and contains the presented problem, the debated hypothesis and the proposed methodology. In the first chapter, it deals with the Civil Registry of Natural Persons, both in its formal and procedural aspects and, notably, the Birth Registry. It also discusses the problem of the Civil Sub-Registration of Birth, the main theme of the study. In the second chapter, it begins the discussion about the Sub-Registration itself and the fundamental rights linked to it, directly or indirectly, as well as the National Commitment for its Eradication, from a public policy perspective. Finally, in its last chapter, it brings conclusions based on statistics resulting from both the subregistration and the rights eventually linked to it. It also goes through a qualitative analysis of these data and the next goals, whether in the positive points verified, or in the still pending challenges.
