Resumo: The study of the manifestations of terror under the political philosophy prism is the principal study explored in the reflections of this text, with the aim to demonstrate how this category stops the free manifestation of politics according to this work. In this sent, was realized a conceptual approach from this point of knowledge. In the first moment was inserted one introduction about the aristotelic polis, demarking the work as a theoretic discussion about politics and how these categories stop happiness or social coexisting. After, the dissertation presents the central idea of the contractualist about the nature state as one of the bases of the contemporary understanding about terror and terrorism. In a second moment, the text shows how a historic event such as the French Revolution was one of the paradigms that results in a conceptualization of terror as a political category. Concerning terrorism this dissertation discusses the conceptual elaboration that started with the israeli philosopher Igor Primoratz, intending to differ the terror of the terrorism, in terms of political philosophy categories. The base of the exposition is the descript above, after this the analyses is ruled on how the terror and terrorism can manifest from the philosophical concepts presents in authors like Carl Schmitt and Giorgio Agamben, manifesting in singular acts of partisans or thought terrorism State. At last, the demonstrate is about the anti-terror brazilian legislation and its problems in relation with the concepts presents in the dissertation.
