Resumo: This work aims to understand and analyze the Brazilian Foreign Policy (PEB) of the Juscelino Kubitschek government (1956-1961), addressing its development project and the Pan American Operation (OPA). The research is an offshoot of the investigations on the foreign policy analysis of the governments that preceded the presidency of Juscelino Kubitschek, from the first half of the 20th century. As a result, we first explore the role of Barão do Rio Branco in relation to PEB; in sequence, the study on the PEB of the first government of Getúlio Vargas (1930-1945), of Eurico Dutra (1946-1951) and of the second government of Getúlio Vargas (1951-1954) is presented. With such a historical review, there is an understanding of the national policy and the international political performance of Juscelino Kubitschek government, especially regarding its relationship with the United States and Argentina. Based on that, the OPA is examined, with details of its creation, execution and development for the Brazilian external and internal scope, indicating the socio-cultural changes generated in Brazil during the analyzed period. The work is based on a qualitative methodology, through observation and analysis; and it uses the historical procedure method, since the PEB of the first government of Getúlio Vargas, of Eurico Dutra, of the second government of Getúlio Vargas and of Juscelino Kubitschek is explored. Furthermore, we sought to understand how Brazilian Foreign Policy project of the government of Juscelino Kubitschek, targeted Latin America and was based on Pan American Operation and how it enabled the evolution of the Brazilian development project.
