Resumo: In the execution of public works the incidence of contractual additives of term and value is a strong indication of failures in the execution of the planning phase of the works by the public administration. In this sense, the present work investigated the existence of failures in the process of contracting public works, exemplified by the excess of contractual additives of deadlines and values, in the period from 2009 to 2011, as well as the main causes of works, with Values and deadlines, divergent from those foreseen when conducting the bidding contest. To investigate the collected data, a case study was carried out based on the collection of documents and interviews at a federal technical school. The results confirmed the existence of a critical problem by revealing that 100% of the analyzed works presented additive time, value or both simultaneously. On average, the execution time of the analyzed works was 6.5 (six and a half) times higher, as well as the final cost was 23% higher than planned. All the bidding processes executed through the letter of invitation, price and competition made in the period 2009 to 2011 were mapped, as well as the realization of 4 interviews with a structured script, in which the engineers Respondents pointed out in their answers, the main causers of additives, through their perceptions. Data collected through Documental research were analyzed through excell and data from the interviews were analyzed by the IRAMUTEQ software through the cloud method. The results showed that the main factors causing contractual, term or value additives in the federal School of Higher education are directly related to failures in the conception and elaboration of basic projects. Finally, some improvements are suggested in the process of management and hiring of basic projects in the organ, the object of the present study.
