Resumo: The present study deals with the promotion of the health of the federal public worker in a Reference Unit of the Subsystem of Attention to Workers' Health (UR-SIASS) with emphasis on the organization of services, projects and programs and how they are perceived by managers and responsible for their implementation and maintenance. It is an analysis of the Health Care and Safety Policy of the Federal Public Server (PASS) and the health care of the public servant. The general objective was to analyze how the federal public servants of a SIASS Reference Unit understand the initiatives aimed at promoting the health of the servers with emphasis on the focus of actions, projects and programs; in the public served; accession; as well as the advances and challenges for the implementation of the PASS. The study is descriptive and explanatory in nature and was developed with a qualitative methodology. The techniques used to construct the data were interviews with semi-structured script, self-administered questionnaires and queries to the secondary sources of the various projects and programs of the SIASS Reference Unit taken as the research scenario. 71 (64%) workers from the SIASS Unit participated in the study. All respondents to the questionnaire and 22 participants responsible for managing the Unit, the projects and programs granted interviews. The data obtained with the questionnaires were systematized with descriptive statistics. The analysis of content in its thematic modality guided the treatment of the data constructed in the interviews. Six thematic categories emerged: Server Profile; Policy and Legal Basis; Health Concepts; Worker's health; Challenges Potentialities. The study evidenced synergy between the practices of the SIASS Unit and the current policies, as well as the pioneer in the implementation of SIASS. The Unit offers a range of projects and programs that cover 10 of the 11 thematic areas defined by SIASS. The study pointed incipient conceptual sedimentation on workers' health, PASS and SIASS and strong influence of the currents of Occupational Medicine and Occupational Health. Health promotion actions and projects are embryonic and run counter to the low adherence, the medicinal culture of the servers / users, the high demand for health care, the regulatory and disciplinary approach of the professionals. Medical expertise and supplementary health are described as the actions most known to servers. It is urgent to recover the historicity of the concepts that underpin the health care of federal public servants and instigate workers to self-assess their knowledge and practices, a fundamental element to advance the consolidation of the PASS. Permanent education presents itself as a powerful tool for transforming its practices. Added to this is the urgent creation of the Internal Commission of Public Health (CISSP), a space of construction and shared management, fundamental for the effective health of the Worker. At the national level, the PASS requires investments in expansion of the civil service, permanent education and structural conditions.
