"Com quem ficam os nossos filhos quando a gente sai para trabalhar": o cuidar e o educar na programação e nas propostas de atendimento das creches da rede direta paulistana (1969 a 1982)

Resumo: In 1950, São Paulo City Hall signed the first agreements with charities to attend young children in daycare centers. The attendance by the São Paulo‟s City direct network daycare subsystem went through a wide process of quantitative expansion, at the end of the 1970s. The understanding of these changes and their implications in the proposals and programs for children in the city is what justifies the choice of the theme addressed in this research. The objectives of this study are to understand, through the study of attendance programming and curricular proposals of São Paulo‟s City Daycare Centers, from 1969 to 1982, the conception of caring and educating adopted and how their curriculums were organized, the times and spaces, to investigate the formation, the criteria for admission and attributions of the professionals that worked in these institutions in the circumscribed period and to analyze the school space in the conformation of the programs and proposals presented by the different agencies linked to the attendance of the São Paulo‟s City network institutions. The records were used as documentary sources as well as minutes, bulletins, programs and proposals for the attendance of children from 0 to 6 years and 11 months, prepared by the Social Welfare Secretariats linked to childcare institutions in the period covered by this study. As methodological procedures of the research were made analyzes of these São Paulo‟s City legal and normative documents referring to the period from 1969 to 1982, available in the portal of the Municipal Secretariat of Education - Collection of the Technical Documentary Memory and in the portal of the Carlos Chagas Foundation - Collection of the History of Education and Childhood. The sources were analyzed under the categories: caring and educating. The study shows that there were many difficulties for the attendance of children from 0 to 6 years old to be consolidated through the São Paulo‟s City direct network daycare centers, as a policy arising from the rights of the child. The research showed the organization, structures, maintenance and attendance proposals outlined in the schedules with the children served: primarily from 0 to 3 years old whose families had an income of up to two minimum wages.
