This Dissertation Is An Analysis Of The 7th National Health Conference Fulfilled In March 1980, Based On The Analysis Of Its Annals, Produced In The Same Year And Published By The Ministry Of Health. The Objective Of This Work Was To Historicize The Document, Analyzing Its Sociopolitical Meanings In The Context Of Democratic Openness, Observing How Politicization Occurred In The Sector In The Middle Of The Crisis In Which The Military Government Finds Itself At The End Of The Dictatorial Period. For The Accomplishment Of The Study, The Sources Were Analyzed As Discourse, Since They Were Prepared To Be Pronounced Orally In Plenary, While Postulates Left By A Discussion Event. We Also Studied The Continuities And Ruptures Existing Between The Debates Held At The 7th Conferences And Their Peer Events, Before And After. Thus, The Development Of Health Debates Is Explored In Order To Map Out Their Growing Process Of Politicization. From These Analyzes, We Also Discuss The Transformations Through Which The Concepti
