Resumo: | The Tutelary Council is a public body proposed by Law 8,069 of 1990, "Children and Adolescents Statute" (known in Portuguese as ECA), composed of five councilors appointed by organized civil society and elected by popular vote. The objective of this thesis is to know how the counselors are chosen, the characteristics of each Guardianship Council and how the demands for child and adolescent care are dealt with, in order to understand the dynamics between the TC, child / adolescent and the training ahead decision-making that emerges from its practice. This was a qualitative cross-sectional study, an interpretative approach was used. This survey respondents were members of the Tutelary Council of the municipalities of Arujá, Itaquaquecetuba and Santa Isabel. The interviews were conducted through a semi-structured questionnaire. For the interpretation of the interviews, content analysis was used, as its focus was to qualify the subject's experiences, as well as their perceptions about a certain object and its phenomena. There is no standardized protocol for children and adolescents assistance. The research showed that there is weakness in the training and preparation of counselors, in addition to the deficit of public agencies in offering network partnerships, the participation of public bodies contributes to the reduction of complaints and occurrences with underaged, as long as the municipality offers conditions for young people are not vulnerable to drugs, violence and abuse. |
