Resumo: The construction industry sector has grown rapidly in recent years, with an increase in the number of job vacancies and also the number of work accidents. Objective: To investigate the reasons for the "negligence" of construction industry operators with regard to safety and health at work. This study is exploratory, descriptive and qualitative. Methods: The study has two stages: in Step 1 there was the selection of construction companies from the Baixada Santista region, linked to CEREST-Santos. The selection criteria were to have previously been monitored by the researcher in accordance with the current sanitary and labor legislation, to have constructions in progress in the municipality of Santos with deadlines for completion not less than 6 (six) months (from the date of the interviews) in order there were enough time to the completion of the research and return to interested parties. In Step 2 it took place the selection of the workers. The selection criteria were for males, aged between 25 and 45 years old and exercise the positions in the industry of civil construction for five years or more. After the selection, interviews were carried out with the subjects, from a pre-elaborated script for content analysis by thematic categories. Results: Three (3) construction companies participated in the study, two of them large (with large building sites) and one small (with a small building site). Participated of the second stage twelve (12) workers among carpenters, bricklayers, and labor assistants. All were male, aged between 25 and 45 years old, and exercised the positions for more than five years. In the interviews, there were reports of imminent work accidents considered as "normal" situations; from a fast pace of work that was imposed; from learning through practice, with colleagues at the building sites; from the uncertainty with regard to the professional future; from the need of job retention, among others. Conclusion: The existence of "negligence", and of whom it would be, becomes questioned. Under the eyes of the workers, would it be negligence or condition for "survival"? In health education actions, it is imperative that the worker gets included in the construction of knowledge, that is sought a rescue of subjectivity and an awareness of citizenship.
