Resumo: | This work is developed with the purpose of identifying factors that hinder the power to whistleblow in social control of public resources. It is motivated by the fact that corruption, through leakage of public resources, is the main problem of Brazil nowadays. With quality of democracy theoretical basis, the brazilian political regime is analyzed, taking into account the need to achieve social accountability through citizen engagement. Social accountability is shaped by the need of control beyond the electoral period, thus promoting the expansion of democratic legitimacy. In this sense, the research problem is to verify the existence of a way to achieve effective power of whistleblow, as a power of social control of federal public resources, foreseen in Art. 74 §2º of CRFB. The chosen method was the hypothetical-deductive approach, where the hypothesis permeates the identification of factors that hinder the power to whistleblow in social control of public resources, which blocks social accountability. The hypothesis also seeks to identify whether blockchain technology may or may not be useful in the process of social control of public resources. It concludes by confirming the ineffectiveness of the power to whistleblow by the citizen, identifying six main factors that promote citizen detachment. It is proposed as a solution to the problem of ineffectiveness, the joint action of universities, with the use of technology, to assist the responsible citizen in the engagement to control federal public resources. |
