This paper work intended to solve problems of the environmental polution caused by the bad quality of the collect service, transport and destination of the Solid Residue of Construction (RCD), at Santa Maria/RS beggining with adaptation these activities and through environmental management especific, envolving the city hall, collects company, collectors, builder association and projects company. To the management was used to the methodology of the ACV (Analysis of the Life s Cicle Product) in search to methodology of the SGA (System of Environmental Management), gave rise to, a new model of management. The inclusion of the ACV in the management s process a huge agility, as much application of the action as in the correction of its fails, to establish the avaliation s occurrence after each action and to each final stage carry out too, permiting retorned and to alter procedures, always necessary, to correct eventuals misdjustments within to be necessary to apply all the stages of the management plan to after evaluate it. The method suggest possibilities the fast atuation of the municipal executive in front of the entity envolved in the process, so, after the knowlegde of actual situation involved, problems, in vigour legislation and possible action this work advanced, in a few months, in direction of the problem solving meeting a unic area (process realized with the participation of the beneficiaries) to the developement of the selection s activities and temporary deposit of the RCD in the community with the adequation of the collect and the transport and periodic avaliation of the all process for its supportability, what will make easier even more the minimization of the negative impacts caused to the environment.
