Custos adicionais de adaptação de um edifício de cinco pavimentos à ABNT NBR 15575:2013: requisitos estruturais, térmicos, acústicos e lumínicos

Resumo: The ABNT NBR 15575:2013, known as Performance Standard, coming into effect has as purpose to regulate and to improve Brazilian buildings performance, defining minimum, intermediate, and superior parameters of performance to the residential constructions, besides establishing evaluation criteria. Due to the aspects in the standard, the civil construction market needed to adequate itself to make the buildings get the performance levels required, although the financial impact on the construction costs were unknown. Considering that the enforcement to the parameters provided for the standard can happen through different technique solutions, which have different execution costs, it becomes preponderant to look for a better relation between the costs and performance of the buildings. This work presents a documental study aiming to evaluate the impact on a building construction cost when the requirements of ABNT NBR 15575:2013 are implemented in a popular residential building project with five floors, which was built before the ruling. The study was developed on two budgets comparison: one of them consider the project before the standard comes into effect and the other consider the revised version which is in accordance with the minimum parameter of structural, thermal, acoustic and lighting requirements in the standard, according to reports of technical consultancies, hired by the partner company. The choice of these consulting is related to the dissatisfaction reported by inhabitants after moving to buildings with the same pattern. The comparison of the budgets pointed to an increase of 2,75% in the direct cost of the building, to the Rio de Janeiro composicions base, being the acoustic adequations the most expensive, 2,13%, followed by structural adequations, 0,47%, and lighting adequations, 0,16%. The project did not need thermal adequations. Also, it was presented as results services indexes applicable to cost estimate of similar projects, making possible the economic simulation of ABNT NBR 15575:2013 application in enterprises, and total costs were compared to verify the variation to this adequation in each Brazilian region.
