Ambiente institucional e produção leiteira: um estudo de caso na região oeste catarinense a partir da introdução da IN51

Resumo: | This work has as objective to analyzer how family farmers of the Catarinense West behave in the face of the changes in the institutional environment of the milk productive web, from the introduction of the IN51, finding out the possible economical and productive consequences for their families. For this study there was used the theoretical approach of the New Institutional Economics NIE. The research was made through interviews with qualified-informers and a group of familiar agriculturists associated to a co-operative society of milk production, which is included in the researched area. These two collects of information were useful to establish the main aspects related to institutional environment interferences in familiar agriculture, from the IN51, verifying the existence of possible impacts to economy and familiar production. The main results found were: a) the IN51 is understood by the interviewers as an important alteration in the institutional environment of the milk productive web being considered as changes inducers in the structure of milk production that, gradually, will provoke impacts for the economy of the familiar producers; b) the institutional environment, shaped from the implantation of the IN51, influences decisively in the way of organization and participation of the familiar agriculture in the milk productive web; c) factors like the atomized production and the expansion of the milk market, with competition on the raw-material, limit the immediate demandable of the IN51; d) from the IN51 the institutional environment tends to restrict the non-specialized production, whose scale is insufficient to cover costs with new necessary investments; e) the majority of the family agriculturists ignores the requirements contained in the IN51, provoking information skewed processes, which would contribute for the appearance of opportunistic behaviors. |
