Resumo: Archive action is fundamental for its users and also for society as a whole. This research developed in the Professional Master's Degree of the Postgraduate Program in Cultural Heritage (PPGPC), carried out at the Federal University of Santa Maria (UFSM), in the area of concentration of History and Cultural Heritage and in the Archival Documentary Heritage Research Line, brings The general objective is to analyze the impacts of the applicability of management regulations with the aim of the need for access and document preservation, through the Digital Functional Settlement System (AFD) for the construction of institutional memory, based on the functional documents of federal public servants. . This, in a way, avoids restricting the function of qualified access to archival information and, therefore, guarantees rights and citizenship. The methodology used is classified as descriptive, with a qualitative/quantitative approach, conducted in a case study, the research instrument chosen was the questionnaire, which allows us to expose, based on the analysis of the statements of the employees interviewed within the scope of this master's study, Addressing their perceptions about the implementation of the AFD System and development, a bibliographical research was carried out where specialized articles on the AFD topic were consulted. The selected participants were CGP employees from the 17 campuses and Rectory of the Federal Institute of Rio Grande do Sul (IFRS) in Bento Gonçalves/RS, given that the intention is not to provide definitive answers nor to close the questions, but to collaborate with the debate in the field of the AFD System and access to information. From the answers to the questionnaires applied, it was clear that the impact of access to information through this System was positive and the degree of satisfaction of employees in using this tool brought many advantages, associating ideas for the construction of institutional memory, providing an advancement in Administration. Public for access to information in a transparent and quick way. The conclusion of the results was relevant because it was a research linked to a professional master's degree where an Educational Product was created resulting from this investigation and intended to guide interested parties, covering both civil servants and society in general. This is a “Practical Guide to the Digital Functional Settlement System (AFD) for IFRS” that addresses archival topics, describes step by step and presents the use of tools within this System, thus achieving the proposed objective.
