O teletrabalho como instrumento de eficiência na Administração Pública: uma análise no âmbito do Tribunal Regional do Trabalho da 4ª Região (TRT4)

Resumo: Given the changes in the world economic scenario, the State created economic strategies for the implementation of public policies that satisfactorily meet the needs of the population. New paradigms of supervision, control and trust emerge in work relationships through the virtual culture. In this context, the Judiciary Branch assigns to the National Council of Justice the role of establishing goals with an emphasis on results, publishing Resolution No. 227/2016, which regulates telework within the scope of Brazilian judicial units. Telework can be defined as a kind of work used to optimize time. In this sense, the reason for the proposal of this study is born: "What are the variables that drive the implementation of the Telework Program implemented in the Regional Labor Court of the 4th Region?" This study is relevant, as little is known about the consequences of the introduction of telework programs in Public Administration and the changes that result, especially after the new Coronavirus (COVID-19), where the home office was instituted on a compulsory basis for all the TRT4 units. This study will present research models (Mello, 2011; Lopes, 2019) that propose mechanisms to improve the efficiency indicators of the TRT4 telework programs under two strands: public servants and public managers, respectively. As a methodological procedure, the research will have a qualitative-quantitative profile, with descriptive and explanatory analysis of the data presented. Interviews will be conducted with public managers, with semi-structured questions (open) and a questionnaire with teleworkers, with structured questions (closed). As main results of the research were generated two models with interrelations of the main variables. Each model represents a type of analysis. Initially, the model is presented with the general analysis, where the variables "Productivity" and "Job Satisfaction" were the most prominent. In relation to the variable driving forces, productivity, loyalty and commitment stood out. Finally, in the model that represents the crossing of thoughts between teleworkers and home office professionals, some similarities were found, such as, for example, the fact that organizing time and demands make it possible to better achieve the objectives when the work is performed from home. The variables productivity and job satisfaction are the two most important variables in the study. They positively or negatively affect the execution of the telecommuting program on TRT4. It is intended to enrich the studies on this topic, with the delivery of research models that contribute to the strategic management of the judicial units, aiming at the improvement of telework in these bodies in what this research demonstrates the need for improvement.
