Social Technology (TS) has been considered as a technology that is not imposed and that is aimed at generating solutions to a specific problem, together with the beneficiaries. This technology can be understood as a product, technique or methodology that has specific characteristics in its essence, which is why its construction from traditional Project methodologies is inadequate. This study aims to analyze the implementation and management of the TS Projects of Brazilian Public Universities. Specifically, it is about identifying whether the projects developed at Public Universities have the characteristics linked to a TS and verifying which actions and tools were used in their implementation, enabling the structuring of a methodology that helps in the implementation of Social Technology Projects. The theoretical contribution on Social Technologies (TSs) was based on its concepts, principles, parameters and dimensions, supporting the validation of projects as TS. Project Management, on the other hand, based on the PMD Pro guide, enabled the development of a methodology guided by a theoretical basis with characteristics similar to TS. As for the methodological procedures, the research is of a qualitative nature and characterized as exploratory and descriptive. The strategy used was the method of studying multiple cases, being considered as units of analysis the TSs developed by the Brazilian Public Universities that are registered in the Bank of Social Technologies (BTS) of the Banco do Brasil Foundation (FBB). To this end, data were collected through documents and semi-structured interviews with project managers and / or members. Content analysis was used for data treatment. In addition, bibliographic research was used to complement data for proposing the methodology. The results show that all STs developed in university environments are part of or linked to the University Extension and that they were developed as projects in their respective research areas without considering the characteristics of a TS as a criterion; even so, the indicators that characterize a project like TS were expressively found in five of the six projects analyzed. As for the management of STs, a deficiency on the part of the team in the use of management actions and tools was identified, corroborating the findings of the literature. Finally, the findings of the cases show the theoretical assumption of the difficulty of defining and knowing a TS, in addition to pointing out the lack of management of TS projects, thus presenting a simplified and comprehensive methodology, as a collaboration for the various social actors and institutions that aim to develop TS Projects in a practical way. |
