The present thesis analyzes social capital and its effects on the development policy in the State of Sergipe. Especially, it analyzes the spatial nature of social capital, and the role of public institutions in state and regional development, and the construction, or not, of this intangible resource in Sergipe’s territories. To accomplish this, a theoretical framework was developed based on concepts including region, regionalization, territory, social capital, governance and development concepts. Social capital and territory were concepts emphasized and defined in this thesis, respectively, as an attribute of social structure, accessible to individuals as well as groups with inter personal connections enhanced by values, norms and beliefs, able to promote individuals, communities and organizations to a position of power aimed at acquiring mutual benefits; and as a geographical category that provides legitimate actions for social agents and institutionalizes social capital. The empirical research included an analysis of procedures and mechanisms used by institutions of planning and regional and state development in the construction of proposed policies and regional development plans for the state of Sergipe. A focus was placed on planning instruments that centered on social capital, governance, and organizational structures dedicated to development. Field research was based on the application of 90 questionnaires and six interviews between managers and social actors linked to different government agencies, social institutions and communities involved in territorial planning of the State. After data analysis it was concluded that institutional culture figures as a major obstacle for the strengthening of social capital, social participation and integration of public policies in Sergipe and therefore in its territorial development. |
