Estado e “organizações da sociedade civil” : marcas-d’água sob convênios da educação pública do estado do Paraná (2011 a 2016)

Resumo: This work of thesis has as a study phenomenon the relations of covenants between State and "Civil Society Organizations" (CSOs) in the sphere of public education, having as research universe the agreements of this nature signed by the government of Paraná within the Secretariat of State of Education in the historical cut between 2011 and 2016. Theoretical organic currents favorable to the phenomenon, built especially during the counterreformation of the Brazilian State in the 1990s, defend their positions based on argumentative discourses of liberal and neoliberal origin that express, among others, the inefficiency of the State, the need to consolidate the third socioeconomic sector, the modernity of the model, the greater zeal for public affairs, and the increased participation of civil society in social issues. Theoretical currents critical to the phenomenon expose that these relations embody broad privatization, private interests of the capitalism and specific classes, assistentialism with concession and do not really integrate organized civil society, and its defense is based on undue Gramsci appropriations to mitigate the existence of classes and respective struggles. Under de vison of these currents, under the vision of the premise of the appropriation of the state by dominant classes and under the vision of conceptions about third sector construction, broad privatization and public-private interest, this study, based on covenants of the stipulated universe, analyzed the phenomenon from the identity and profile of the contracting organizations, terms that define agreed objects and duties, inserted public resources and patrimony, implications on the educational modalities achieved by functions carried out by CSOs, and practices and relationships of participating entities and organizations. These analyzes, carried out under a systemic vision that sought to reach all the elements involved and the mediation of these with social, economic and political aspects, objectified and allowed to identify and characterize brands of strategies and precepts encapsulated in the relations of agreement that materialize conceptions of broad privatization and priority to private interests. They are marks that reveal assertions of the critical currents and reveal contradictions between the organic discourse of the counter-reform and the found practice. These brands are materialized in different forms, with emphasis on the maintenance of a historical assistentialist model, subjection of grassroots organizations to government grant, insertion of lucrative purposes, commercial business construction on social and educational issues, disinvestment in public education, outsourcing of educators, precarious salaries, disengagement with the public career, untying of actions with state public policies and reduction of public transparency. They are marks that, like paper watermarks, need light and re-readings to be unveiled and understood._________________________________________________________________________________________
