This study aims to analyze how the National Health Council has to face the new models of health management. Specifically, it aims to describe the conceptual bases of social participation, democracy and social control in the context of the State / civil society relationship; situate the process of [de] construction of health policy in the context of the counter- reform of the State; identify the interests in dispute in the National Health Council in face of the new management models for health; and to verify the predominant political direction in the deliberations of the National Council of Health. The research is based on the dialectical reason of the critical social theory, following exploratory research, of qualitative nature, and to subsidize the debate and to reach the proposed objectives will be realized documentary research to the laws, decrees and materials produced by the National Health Council that refer to the privatization of health through management models from 2003 to 2015, using bibliographic sources for appropriation of the object, such as books, articles in periodicals , academic productions, among others, in order to identify the most recurrent themes, the position of social actors and the correlation of forces present in argumentative discourses that have been analyzed and interpreted in the light of theoretical and methodological foundations. In order to reach the objectives of the research, a study of the relationship between State and civil society based on the theoretical framework of Gramsci is carried out, conceptions of democracy, social participation and social control are still problematized, with the intention of rescuing the importance of forums deliberative health and to deepen the debate on health councils as democratic public spaces. Next, it describes the process of counterreform of the State that has reached the Brazilian health policy, especially the principles constituted in the Sanitary Reform Project. Through the analysis of the data, it was possible to verify the results of this research, where it is inferred that the National Health Council, a formal mechanism of social control, has been predominantly an area of defense of the SUS and its principles. contrary to the new management models resulting from the neoliberal counter-reform process. However, its opposition has not prevented the implementation of these management models private in the country, which reveals the limits on social control for health within the scope of the National Health Council. |
